Package: wpasupplicant Version: 2.6 While attempting to connect to an SSID connection attempts can timeout. When they timeout a call to wpa_blacklist_add can occur with a BSSID of all zeros. Don't allow such a BSSID to be blacklisted or else the SSID will end up blacklisted and then one cannot connect to that SSID.
