Why this? One would expect the opposite.
Because conffile modification are preserved by package install/upgrade (so you
don't lose your modifications when upgrading, for example), and removing a
conffile is a perfectly acceptable modification, which should be kept.
I perfectly understand that, but if one deletes it by error, he would
end up without any conffile, which could be pretty confusing.

I'm not sure why it's shown as obsolete on your installation, because it's
definitely not. Also the checksum is wrong:

What does dpkg -S /etc/xdg/xfce4/xfconf/xfce-perchannel-xml/xfce4-keyboard-
shortcuts.xml returns for you?
