NEW is for new overrides, not for versions, sorry. It should be responsibility of maintainers to select an appropriate version for their uploads. I think most of the cases could be covered by a lintian check (see [0], but could be extended to cover more scenarios). In that case, it would be easier to add the tag to the lintian autoreject list.
