make-kpkg currently stalls indefinitely on linux-4.16-rc* in the silentoldconfig stage (somewhere before asking the kconfig questions which are new). I have bisected it and that leads to linux kernel commit d2a04648a5dbc3d1d043b35257364f0197d4d868 "kconfig: remove check_stdin()".
