I never had to do that. I do have gsettings, but it has no effect. I downgraded to gnome-accessibility-themes 3.22.3-4 and I can see HighContrast working again. If I strace any GTK3 process, I can see that HighContrast is being al least read by GTK3 itself, but for some reason it's being ignored. I'm currently a bit busy so I didn't investigate why this is, but some typo in the gtk3 theme maybe?
