Package: bpfcc-tools

On my other Debian machine there is no linux-headers-* installed and
bpfcc can't find directory /lib/modules/$(uname -r)/build. Installing
linux headers fixed this problem.

Upstream documents this requirement in 
https://github.com/iovisor/bcc/blob/master/INSTALL.md

For the user who wants to just use bpfcc and not knowing all
technicalities it would be great to avoid it by adding an explicit
dependency on linux-headers-$(uname -r).
