So your child service is failing. I would suggest simplifying your
configuration to see if there is a specific option or combination that
causes the problem.
I would begin by removing "rand source", "rx bps" and "tx bps" from your
xl2tpd.conf In addition, I unsure if "auth file" will work with "unix
authentication"
Similarly you should simplify your /etc/ppp/options file
If the issue occurs, please provide:
* your latest xl2tpd config file
* your latest ppp config file
* logs
