Completion for these commands is not available, because they don't have
upstream (bash-completion) support.  Completion for other openssl
commands should be available, but not under /etc/bash_completion.d, as
has been mentioned in the first message in this bug report (maybe it
was a correct assumption such a long time ago :)).  Nowadays,
completions are shipped under /usr/share/bash-completion.

Anyhow, I thought it would be nice to see completions for these
commands, too, so I created a pull request upstream [1].  I'll wait for
comments, since I have little experience with openssl (maybe you could
provide some feedback, there?).
