I agree with Khang Nguyen. I've written a lot using Vietnamese and spent a lot of time in Vietnam. Most people there use Telex, a few VNI, and VIQR is uncommon (may be used in some parts of the USA). VIQR is trouble and should not be the default, but should be available.
