They have a different name/path for it IIRC.

I don't think it's necessary to indirect via /etc/default anyway. Just
write the variable directly into the appropriate /etc/qcontrol/foo.conf
files and have necessary conditionals in there. I believe you can also
call the fan stop function from the config file, perhaps from the
system init module callback or just do it at the top level.
