I think the subject basically says it all. The updaown script tries to source a file, but it is looking in a RedHat-alike place, rather than the usual Debian one. Can you please change the location it looks in? As openswan doesn't actually ship the default file right now, I think this is merely wishlist and not a policy violation (which I guess it would be if it was shipped in the wrong place).
