No, it isn't.  it would be 0xb00002a given its signature.

Signature  0x406f1.  And this is not a Haswell chip, either.  It is a
Broadwell-E E5v4-16xx Xeon.

      + Broadwell-E/EX Xeons (sig 0x406f1)

So, blame Intel.  They did not include it on microcode public release
2018-03-12, and have not released a newer update yet.  Since we don't
know why it is not in the public release, we are not distributing it in
the intel-microcode packages either.

That said, ensure you are at the latest firmware.  Almost every vendor
has already issued updates for boards that take something as recent as a
Xeon E5v4...
