tmpreaper needs to exclude dirs inside the systemd-private-* dir, too (there is a tmp dir inside). There does not seem to be a recursive mode and TMPREAPER_PROTECT_EXTRA='/tmp/systemd-private*' did not help. Probably something like TMPREAPER_PROTECT_EXTRA='/tmp/systemd-private*/*' should work better.
