Since the upload of python3.6 version 3.6.5~rc1-2, it doesn't depend on python3-distutils anymore. Your autopkgtest¹ fails since than with the errors copied below. There are rumors that one shouldn't use distutils as a runtime dependency and one should use sysconfig instead. Please check that the current autopkgtest code is specific for testing conditions and if so, adding python3-distutils to the test dependencies is probably the right thing to do.
