There are multiple problems here when you don't have a very good
connection.
1. It failed to download some packages and the whole process failes
without asking to retry failed downloads
2. Since these packages are already cached, giving an option to use a
proxy or mirror could be a useable work around, but such an option is
missing
debootstrap itself has option for mirror
but lxc-create -n stretch -t debian -- -r stretch
http://127.0.0.1:3142/deb.debian.org/debian
does not work.
