Here you can see an example for the build-dependency on firebird-dev in
the package src:qt4-x11:
https://sources.debian.org/src/qt4-x11/4:4.8.7+dfsg-17/debian/control/
So just do the same, only with the list that Adrian provided.
Also, you need to include explicitly the address of the submitter (or
include 896147-submit...@bugs.debian.org) if you want submitters to
actually get your emails.
