Hi,
when I have only 2 or 3 torrents running and an upload throttle of 100
I actualy do get an upload rate of 100. But when I have say 20
torrents running with a throttle of 200 I only get an upload rate of
50. I highly doubt all the downloading (or wanting to) peers are maxed
out so I suspect a problem in either the throttle code or a side
effect of the number of total uploads.

(How can I change this number other than throttle?^^^^^^^)
