Yes, it would change the behaviour of ifupdown, and I know for certain
that some users have multiple VLAN stanzas in /etc/network/interfaces,
but only want a subset up at any given time.

I could perhaps make it so that if you have "allow-hotplug ib0.1234",
that it will bring this one up if you do "ifup --allow hotplug ib0".
Then you can still choose which VLANs you want up by default. I guess
that would be ideal for you?
