The format is simple: lines of the form
loginname: [EMAIL PROTECTED]
(and empty lines and lines starting with # are ignored)

It does indeed seem to be a conffile of and used only by exim.

I think it's too much trouble to parse the file manually (and break in the
unlikely event that exim decides to do things to its format).

So I change this feature request into:  Please make dch throw out a warning
when that fallback is used.  Something like:

Guessing your e-mail address.  This is probably wrong.  Please set the
DEBEMAIL and DEBFULLNAME environment variables.

Anyone using dch should know how to set variables, or read a man page, so it
doesn't have to be too verbose, I think.
