Control: severity -1 normal
Control: tag -1 upstream

Thanks for catching this. I'm dropping the severity because this is mostly a
documentation bug.
If you want to disable zfs mount -a during boot, run:

# systemctl disable zfs-mount.service

The setting in /etc/default/zfs would affect the sysv unit, but Debian doesn't
ship it.
However, we still need /etc/default/zfs because zfs-initramfs seems to use the
values in it.

I'm about to file this upstream.
