So this seems to stem from being build in a not so clean chroot,
because my pbuilder-built upload on amd64 doesn't show that
dependency.
But I was able to reproduce the issue by rebuilding 4.6.2-2 locally
after installing libelf-dev. And hence I can confirm that applying
that commit against configure.ac fixes the issue.
Will upload 4.6.2-3 with the fix soon.
