Hi, thanks for reporting this.

It seems that debtags-edit is not showing packages with absolutely no
tags.  The funny thing is that it shows something like "3 packages
viewed" in the bottom, but doesn't display them.

It should get fixed with the new upload of the entire debtags toolchain
that I did yesterday.  It's actually ok that debtags-edit doesn't show
packages with absolutely no tags, but the problem is that those
packages should have the special::not-yet-tagged* tags.  The new debtags
toolchain makes an effort to ensure that when reindexing the tags.
