0.23-2 sounds good, as this fixes #838273. (Maybe it was some earlier change but for all practical reasons 0.23-2 should be good enough.) BTW, https://ci.debian.net/packages/libm/libmail-gnupg-perl/unstable/amd64/ and https://ci.debian.net/status/blacklist/ still claim that the package is blacklisted.
