With today's high speed internet connections, I find that downloading packages is actually much faster than istalling them. It takes me less than 10 minutes to download 300mb of archives but the actual install can take as much as 30 minutes. I think it would make alot of sense to download packages in the order they need to be installed, and start installing them while still downloading in the background.
