Hi,

would it be possible to reduce the priority of needrestart in
`/etc/apt/apt.conf.d/` from *99* to allow config settings after
*needrestart*? I'm using `DPkg::Post-Invoke` to remount my root filesystem
read‐only and this has to happen after *needrestart* restarted the updated
processes. Currently, I have to use `zzlocal` to place my settings after
*needrestart*, which feels more like a hack.
