Bug#906130: allow autopkg restrictions in debian/control

Seen when the Python autodep8 tests were enabled.  Tests start failing when
these have e.g. output on stderr.  It should be possible to specify package
specific restrictions for these. Unlike the perl or ruby autopkg tests, python
has many different test systems, some of which write output on stderr.
