I can remember I had some problems while get the l10n packages working after TB 58 and I've got non working localization packages if I don't use this @firefox.mozilla.org suffix. But it might have been changed (back) in the between times ... I don't know right now. The whole not working intl.locale.matchOS thing is a mess and makes working on the needed workarounds time consuming and hakish. I'm happily use @thunderbird.mozilla.org or @debian.org is possible, I simple haven't worked on this corner since TB59 and also have lost a bit the focus on that.
