I wouldn't say it was too late, more that it has not been raised before
and it would require somewhat of a big reworking of the logic so would
be difficult to see this being prioritised.

It would also mean your package is  ipso facto different from others
which — as a general rule — is not a great idea.

(Curiously, I completely agree with your reasoning but would disagree
with the idea that the license blocks are the "non-detail" part.)
