At my end it isn't the case as I do not get the older packages left-over. This is/was a new install. My /etc/fonts/conf.avail/ shows no font directories underneath. Also doing $ fc-cache and $ fc-cache --verbose doesn't show anything but I do see that fontconfig issue flare up every now and then .
