Are you volunteering to take on maintainership of emacs23 in Debian?

If you are fanatical enough to take on that responsibility, that's odd
but terrific; otherwise, I'm afraid there is no simple way to avoid
upgrading to a version which is supported by the upstream Emacs
maintainers. Expecting the Debian packagers to keep an old version alive
without upstream support seems misdirected and wasteful.
