We used to have /usr/bin/swift-init, even if it was not used by the init scripts anymore. This tool, even though we agree it shouldn't be in use in production, it is still nice to have it available when debugging. The restart-all facility is especially convenient. Cheers, Thomas Goirand (zigo)
