debci is happily scheduling requests made by britney2, so definitely not
hanging.

This is the issue. britney2 apparently doesn't handle the case where
arch:all is never coming.

However, I would have expected your package to show up in the auto-cruft
report [1], but I don't see it there. Maybe there is more going on.
