your package build-depends on python3-all-dev, but only builds against
the default python3 version (python 3.6 at this moment).
Please either make your build system build against all the supported
python3 versions (preferred), or change your build-dep to python3-dev to
only pull in the default version.
The current situation makes your package pop up in the transition table,
even if it can't be rebuilt.
