Dear Eduard, As you probably have noticed, 5.40 is in unstable and probably soon in testing. However, if you want to report an issue directly upstream, you should build and install the software from upstream's release tarball. If you are using Debian's package, you should report the issue here in the BTS, even if it is an "obvious" upstream issue. Often it comes out the same, because upstream is sometimes following here.
