Recently it was decided that this year DST will start in Brazil on November 18th instead of November 4th. The corresponding thread on the upstream mailing list starts at: https://mm.icann.org/pipermail/tz/2018-October/026917.html The maintainer said he will wait for the official decree for making a release, but the required changes were already made in the git repository.
