I'm trying to rebuild gmime2.6 with Rules-Requires-Root: no (see
/usr/share/doc/dpkg-dev/rootless-builds.txt.gz for more details).
When I do that, though, it yields the following error:


   dh_makeclilibs
chown: changing ownership of 'debian/libgmime2.6-cil/DEBIAN/clilibs': Operation 
not permitted
dh_makeclilibs: chown 0:0 debian/libgmime2.6-cil/DEBIAN/clilibs returned exit 
code 1
make: *** [debian/rules:40: binary] Error 1


It's not clear to me that this is either necessary or good.  i'd much
prefer to just build the package without needing fakeroot.
dh_makeclilibs should facilitate that instead of blocking it.
