No they shouldn't. That transition is unnecessary for removal of "engine-api" 
because "engine-api" itself is incompatible with current version of Docker 
and therefore already broken.
It is preferable to remove "engine-api" fast to avoid introducing new 
dependencies by mistake.

No package seems to depend on "aanand-compose-file".
