The problem has been traced down to a difference between gs-gpl and gs-esp, and a bug (#295938) against gs-esp has been filed. So, if you would rather not tweak your tex4ht.env to apply the dvipng conversion G-scripts patch by Kapil to it, you can just uninstall gs-esp and install gs-gpl instead.
