This is explicitly documented in /u/s/doc/authentication.txt:
* The "STARTTLS" command is NOT supported. The server you wish to use TLS
on must have a dedicated port listening for TLS connections. (ie. port
993 for IMAP, 465 for SMTP)
That's under the 'requirements' section, so that should be pretty well
documented. I've added an extra clarification to the conf.pl help text
upstream. BTW, the current development series does support STARTTLS.

You're right, I didn't think about that.
I got confused because most other software refers to STARTTLS as just 'TLS'.
As the dev version supports it, it doesn't make sense to suggest adding
a warning in case the user tries to congigure TLS on port 143.
