Shipping a systemd unit without a corresponding init script is
forbidden by Debian Policy 9.11:

> However, any package integrating with other init systems must also
> be backwards-compatible with sysvinit by providing a SysV-style init
> script with the same name as and equivalent functionality to any
> init-specific job

The jitterentropy-rngd package contains
/lib/systemd/system/jitterentropy.service but no init script.

Accordingly the package does not work with a different init system
than systemd.

So please add an init script.
