This bug is a false positive problem during the php7.2 -> php7.3 transition, it seems.
The build log previously attached to this bug has a 95% ready php7.3 stack, while php-gd still pulled in php7.2-gd. So, from update-gosa's perspective, php-gd was missing (because there was no such php7.3-gd package).
I will close this bug now, it should be gone if you retest today (as php7.3-gd has landed in testing/unstable meanwhile and php-gd from php-defaults pulls in the correct packages).
