Just confirmed with the previous version and it is working. Just install this version for now http://snapshot.debian.org/package/gitaly/0.100.1+debian-1/ Last update to gitaly package removed vendored copy of golang-gitaly-proto with debian packaged version, which is cuasing the problem (even though no problems detected during build time). I will switch back to vendored copy for now.
