Hi! UTF8 cupports under dc++ is a well known issue, and has been pointed out many time, from the original application and from linuxdcpp, has for bug #354202.
For your exemple, I dont' think dc hubs will ever handle this conversion, first because it would imply a change in the default protocol, and also because it would increase hub's memory use and maybe connection flow, if main chat is only p2p -- dunno about that. But, the main point is that the last dc++ release has solved many issue with utf8 encoding. So, I will wait for this to be ported to linuxdcpp, which is actually a work in progress, and then ask you for a new test of this bug.
