I understand the idea of stopping the build if the clean target fails is a good one, but I believe that you have not considered the reality that a lot of upstream clean targets fail.
I'll have to have a closer look at why some fail, it could be just the absence of a Makefile which should be easy to check. Some upstream Makefiles probably need to be fixed in any case.
