Dear package maintainers,

In my case I am using the "custom" configuration file of dav_svn module which is
located here:

/etc/apache2/mods-available/dav_svn.conf.my

I have reconfigured the symlink so that it points to that file:

/etc/apache2/mods-enabled/dav_svn.conf --> ../mods-available/dav_svn.conf.my

With above configuration when libapache2-mod-svn package is updated, the
setting-up step fails:

Setting up apache2 (2.4.25-3+deb9u5) ...
Installing new version of config file /etc/init.d/apache-htcacheclean ...
info: Executing deferred 'a2enconf apache2-doc' for package apache2-doc
info: Executing deferred 'a2enmod authz_svn' for package libapache2-mod-svn ERROR: Config file dav_svn.conf not properly enabled: /etc/apache2/mods-enabled/dav_svn.conf exists but does not point to /etc/apache2/mods-available/dav_svn.conf, not touching it
ERROR: Could not enable dependency dav_svn for authz_svn, aborting
dpkg: error processing package apache2 (--configure):
subprocess installed post-installation script returned error exit status 1

I suggest the check that symlink points to "right" location becomes more relaxed and does not fail the package upgrade. For example, it could be just a warning.
