I'm not a developer, but I am quite interested in seeing this happen.

I was able to build a test package on a stretch VM by:
- downloading the 1.3 tarball from upstream
- grabbing the debian directory out of git
(https://salsa.debian.org/ron/opus.git)
- updating debian/changelog with a test entry for the upstream version
(I called it 1.3-1)
- running dpkg-buildpackage -b

So unless I'm missing something, it should be fairly straightforward to
sync salsa up with upstream and push a new package out.
