Well, please take into account that a version of debootstrap which defaulted to merged /usr has been in Debian Testing (and thus, if I am not mistaken, available through daily builds of the netinst CDs) since June 25 or so. Five months. No matter what we decide finally, it is necessary to support systems that were installed during that five-month period.

In other words, it's already too late to "minimize" the damage by undoing the change, and there is no point in acting quickly. At least in my opinion.
