This will be fixed after the release of buster.  Upstream does not want
to bump the dependency bounds until newer versions of the haskell-stack
tool is available in stable releases of distributions, due to a file
format incompatibility.

Since keysafe is only in experimental, I don't think we need to RM or
anything.
