This I'm not convinced: the whole distribution is trying to standardize
as much as possible, README.source originally is to explain non-standard
stuff.

That sounds like a good idea… except what if the component comes from
the same developer and with the same license of the main package? Do
you think forcing duplicating the paragraph in that case is not
important enough, or with too few cases?
I think you should open this as a lintian bug :)
