This points you to know that the kernel is responsible to set the order of your soundcards. /usr/share/alsa/alsa.conf didn't changed since 1.1.6 for defaults./(ctl|pcm), though. For a solid solution for your problem please consult https://wiki.debian.org/ALSA => troubleshooting. As this is not a bug of any alsa package I close it hereby.
